Public Policies

The lack of infrastructure in the second cordon that surrounds the city of Buenos Aires is a long standing reality. Although there are some public policies that aim to solve the problem, so far they have found to be discontinuous and too limited in scope.

 

 

The project:


This market failure or lack of coordination between the community, politicians, and the market, has to be resolved by those responsible for the demand (the residents) and those who offer the supply (public and private businesses). The provision of natural gas clearly shows disorganization in the market. This project will generate savings by switching to more efficient fuels and social capital through the use of community organizations. It will be managed through a Trust Fund where the funds of the residents are collected to pay for the works. Only 70% of the neighborhood population can afford (through the micro credits program) to pay for the works, the remaining 30% need a government subsidy to be included in the gas network.
To achieve these objectives, we are planning to design a model to assign and distribute subsidies to very low income families so that they can have access to natural gas. We will also work in pursuit of a policy to restrict the opportunistic behaviour of some residents and finally, we will inform the government of how it can help support community infrastructure projects.


Success Indicators


We identify the following as signs of success for this project;
• The drafting of a participative model to award subsidies for public services, presented and endorsed by the social organizations.
• Sufficient funds for at least 500 families in the FRS trust fund have been obtained and awarded.
• Decision makers of the Moreno Municipality and ENARGAS are informed about the subject matter.
• The base-line to measure the impact of the pilot project has been carried out and presented.
• The experience has been systemized and documented for its replication.

Objectives:

• To obtain state funds and award them to the selected beneficiaries in order to incorporate 100% of the neighborhood population to the gas network.
• To inform state entities so that they show consideration for the protection of the community management models for infrastructure projects.
• Systematize and distribute the experience in order to establish precedents that will allow replication of the project on a greater scale.
